Yes, but (one of the) important improvements here is standards-based =
interoperability.  Responsible operation of large-scale infrastructure =
requires code diversity.  Implementation of a desirable optimization =
like this across a responsibly-operated large-scale infrastructure =
requires standards-based interoperability.  It would not be better to =
have each implementation independently arrive at a non-interoperable =
outcome.
