Updated Entity State MIB

Hi

The good news is we got in an updated version of the Entity State MIB in
before the draft cut-off time. The bad news is that the working group hasn't
really reach a consensus on how to resolve a few of the open issues so it
looks like we will have to continue working the outstanding problems and get
an additional update out after the Seoul meeting.
