The DateAndTime TC does not define a special value which can be used
in situations where a DateAndTime value is unknown and for some other
reason not available. Several standards-track MIB modules use the
value '0000000000000000'H in such situations. In order to formally
legalize this established practice, the following errata to the
DESCRIPTION clause of the DateAndTime TC is proposed:

OLD:
              2       3    month                     1..12
              3       4    day                       1..31

NEW:
              2       3    month                 0 | 1..12
              3       4    day                   0 | 1..31
