That doesn't really hold true for non licensed/corporate communications
in most instances (as much as some people would like that to be the
case). Taken into a public ENUM context (country sanctioned or not) the
concerns seem valid to me.

Lets say I have a border/gateway appliance in my Internet connected cave
and and my friend has one in his. Both have a DNS implementation running
on them capable of understanding this type of query, and both have a
chunk of an ENUM tree delegated to them. Shouldn't we be able to make
use of this same extra query data to make decisions and enforce policy,
while still maintaining privacy? (Use crypto/IPSEC is probably a valid
counter argument)
