These aren't the same thing. Simple example: I pick up my office phone and dial 97222. The dialling plan tells the phone to make an ENUM lookup for +44207222. Someone in the USA picks up their phone and dials 01144207222. Their phone should be looking up the same record. Dialling plans are about the difference between what the two of us dial.
