In the case of Austria, the regulator only defines bounds for the
length of numbers. Within those bounds, both the number block owner
and the end-user of the number/prefix can define their own dial-plan.

So if you want to cover Austria and Germany with this scheme, you 
either

* accept ranges instead of exact number lengths for some prefixes

or

* provide some on-demand query mechanism for the dial-plan specifics
  within a prefix.
