Unless someone comes up with a clear reason not to do so, the UK *will* be going ahead with this. The proposal is being brought to IETF because we felt it might be useful for other people, so it should be offered to the IETF process. But failure to make this an RFC will have *zero* effect on its real-world implementation. -- Clive D.W.
