the draft "IANA Registration of Enumservices: Guide, Template and IANA
Considerations" doesn't specify a protocol but a process.

Both RFC 2026, section 5, and section 4.3 of RFC 5226 suggest that process
documents, and IANA Guidelines in particular, usually are published as BCP
RFCs.  Also, there's little to implement independently in this draft that
could help advance it on the Standards Track.
