Re-released Extended Protocol (Capabilities) MIB

I've just submitted a "new" version of the SNMP Extended Protocol MIB.
It does not include any of the updates from recent mailing list
discussions.  The -02 SNMP Extended Protocol MIB was about to expire,
and I just wanted to keep it active long enough for us to come to
some consensus.

The -03 version should be out by the end of the week.
