Ah ! I was mislead by the subsequent paragraphh which says 
"In general, originators of request/response transactions are free to
   use the transport they assume is the best in a given situation."
Trap senders have a choice too :-)
I would think that it is simpler to say that "the SNMP entity in role of
command generator or notification originator [ref rfc 2571] chooses the 
transport.protocol. The SNMP entity in the role of comand responder or 
notification receiver MUST NOT change the transport protocol. "

Avoid all references to transaction. Regarding the timers how about 
something like 
"it is recommended that applications are properly configured so that 
application specific timers do not timeout before the corresponding 
TCP timers have expired." ?
