In your proposed letter to ITU-T, you say:

Whether "After the review, it will become Draft Standard"
depends in part on whether there are sufficient independent
interoperable implementations. Since we haven't seen
the implementation report or any hints about what it
might contain, it is hard to judge.

Perhaps you have some information about the implementation
report which gives you confidence? Can you share this information?
