Clearly it is a good thing to pay attention to issues raised in a document
like 3238.  On the other hand, we should keep in mind that it is a
"consideration" document from the IAB, rather than something that has been
given force of IETF law.  Even better is that it was created as input to a
working group that is still underway and that has not yet produced any
standards.

Blanket enforcement of 3238, at this stage, would be an odd kind of prior
restraint.

That said, we should factor it in as best we think we can.
