This draft is revised for IESG review.  

Changes are as below. These are pointed by AD of ENUM(TSV). 
There is not technical change.

1. correct service name from "ifax" to "E2U+ifax"

2. Revise Security Consideration section
    Because, AD of ENUM reccommended that the text about privacy and 
    security concerns should be explicitly inserted.

At ENUM meeting in Seoul, AD also suggested that the document can 
go straight to the IESG again, without a new LC.
