Model: default value specification

I am removing the editors note, as per my note to the list.

We have no syntax defined for specify the default value of something 
that is byte[n] or octetstring[n].
This absence is mentioned in the editor's note in section 4.7.4.

I propose to remove the note and ignore the problem.

Alternative resolutions are sought.
