I have left your whole answer below because I am confused about the pieces.
After confirming that most of what I said makes sense to you, you end 
by saying that the ForCES model (which is the spec under discussion) 
needs to cover issues of subsetting and representation.
By this do you mean essentially the text that I wrote (about 
comparison, etc) or did you mean that there is something more that 
needs to be addressed as well?  If so, please tell me what.
