We can not take it to LC until it appears in the repository.
We will send out an explicit message for that.

The Last Call has to actually come from the chairs, not from us.
There are some minor items (clarifying the IANA considerations, for 
example) that need to be done.
I expect to ask the chairs to issue the WG last call in parallel with 
those last repairs.  That way, we will only need to revise the 
document once more before asking the chairs to deliver it to the ADs.

Anyone who is waiting for final text on all known issues before 
reading should read this version.  There are no known technical 
omissions or deficiencies.  So we need to know what problems people 
see with the document.
