That is the one case where the FE is reporting something without 
knowing the CE is interested.  That was a base design decision. (We 
could have instead picked a specific set of information to 
report.  Or no information at all could have been allowed.)
If we want to tighten it up, a length limit is not the way to get at 
the issue.  We would have to decide that we knew well enough what the 
CE needed to get, and mandate that.
