i think this solution makes more sense then any of the other hacks on  
the length.  i am not sure it is necessary, but it does make sense to  
have a solution just in case.

the advantage of this solution is that it layers on the existing  
version of the protocol without great difficulty.  any of the other  
solutions seem a more radical departure that could cause uncertainty  
and incompatibilities.
