Ftp-WG: PASV and Snap servers

Thanks for the feedback -- I guess I was trying to overlap 
establishing the data connection with the LIST/RETR/STOR command, and 
apparently that works most of the time (Fetch has worked this way for 
over a decade), but isn't a good idea.
