Okay, next step - what do we do to get it back on the rails and make it an
RFC?

I presume there's noone here who has disagreements with the draft
substantial enough to prevent or delay its adoption as an RFC?  After all,
if any of you did, I'm sure you would have expressed them already.

It's about time this was an RFC.
