Thanks. Yes, the document expired. (I got distracted with some other projects that took priority). There are a few minor changes that need to be made (yes Marc, I remember the comments you sent me back in 2002!)... guess I should prepare the next draft and get it out ASAP. If anybody is interested, I have a demo server that implements these commands for those that like to play... but it needs a bit of work (read: more security!) before I can unleash it.
