It isn't yet an RFC, we're patiently waiting for the IESG to tell us that
it will be published.

See draft-ietf-ftpext-mlst-15.txt in the I-D directories.  It is (aside from
the different boilerplates etc) possibly identical to what will appear in an
RFC (unless some discussion here causes a new one to emerge).
