If by "stretched out" you mean a basic understanding of "plain English", OK,
it's stretched out.

This says the server MAY require that editing of command lines be done on
the user host.

It does NOT say the server MAY NOT provide for editing of command lines.

To ensure inter-operation, we must assume that for every option there exists
at least one implementation which depends upon it.
