Ftp-WG: MLST draft 16 finally submitted

Sorry about the delay everyone...

This version has the (I hope) final nits from the IESG handled
(as mentioned long long ago on the list).

It also has text about the CRLF in a filename sent over a data
connection problem - basically just says it can't be done, if one
wants to include filenames containing that sequence in directory
listings, the server has to be prepared to transform the name
somehow (and untransform it if the user then requests the transformed
name).

Nothing else of substance in this version.
