Scott, Your draft needs to start off with a credible problem statement which shows why existing numeral representation systems are sufficiently inadequate for the task that an alternative is needed, and specifically an alternative which is as complex as what you're proposing. There are some weak reasons in the text, e.g. saving disk space or network bytes, but I don't see how these individual issues would be part of a problem statement, particularly given the parsing complexity outlined in the text.
