In many cases, you also have to update the references.
(This should prompt the authors to check whether the references are still current, e.g., pointing to the right section, or, more importantly, considering technical changes that have happened in the dependencies.)

Yes, there is a (very small) cost in having an active draft.
This is not an accident.

The reason expiry needs to be automatic is that in most cases the authors will never feel that their draft is truly dead, so they will simply do nothing.
This creates additional onus on the recipients to find out whether the draft is still active.
Keeping the onus on the authors to at least resubmit twice a year doesn’t strike me as beyond proportional to that onus.
