The employees technically remain employees of AMS and are paid by them, 
but the ultimate employer is legally considered to be IETF LLC and 
become subject to their workplace practices.

Probably not. But in many jurisdictions, the governing law in an 
employment contract is that of the place of residence of the employee, 
regardless of what the contract says. This would be one of the 
situations where an EOR arrangement would often be used.
