The improvement that I would make is to allow the chairs to pre-load the set
of questions.

Let everyone see the list.  It should be part of the Agenda Bash, even.
Chairs should think about questions that need resolution ahead of time.

Obviously, it shouldn't be a straight-jacket: changes allowed.
Both to introduce new questions, revise existing ones, reorder them, or skip them entirely.
