Last Calls (was: [TLS] Re: [Last-Call] Last Call: <draft-ietf-tls-mldsa-03.txt> (Use of ML-DSA in TLS 1.3) to Informational RFC)

Dear Professor Bernstein,

I read your email which was sent to the [email protected] mailing list on 7 June.

The description of the last-call@ mailing list is "Discussion list 
for IETF Last Calls."  It is the list to which comments are supposed 
to be sent (RFC 2026, Page 18).  RFC 2026 also stated that a "Last 
Call" is at least two weeks.  From what I have seen, the end date is 
not strictly enforced.  It would be reasonable for an IESG member to 
inform participants if he/she is no longer accepting comments after 
the end date stated in their announcement.  The rationale for that is 
that the IESG is expected to make its final determination promptly 
after the end of the "Last Call".

There is a definition of the word "censor" at 
https://www.britannica.com/dictionary/censor    It would be quite 
peculiar for a community discussing the standardization of 
Internet-related protocols to censor some of the content of those discussions.

 From what I understand (I could be wrong), the contention is about 
whether a participant is allowed to opt-out of a provision, specified 
in RFC 5378, for emails sent to, for example, the "Last Call" mailing 
list.  There was a draft related to that provision.  I would wait for 
the discussion on that draft to conclude.
