   1. The above requirement favours incumbents.  I have not looked into
      whether, over time, it decreases the number of applicants for a
      position.

   2. It creates a perception of bias, i.e. the criteria may have been
      designed for applicants who fit a particular profile.
      Margaret explained that to IESG members in very clear terms
      many years ago.

      It strikes a contrast between what was argued in a RFC and how
      things are in reality.

I am okay with being wrong on any or all of the above points.
