The TLP has always had explicit langauge that allows translation of any IETF
contributions including RFCs into languages other than Engish, and there's a
fair number of such translations.

That is not at all the same thing as doing the original work in other languages.

ICANN spends a great deal of money providing simultaneous
interpretation of meeting sessions into multiple languages. Having
been to too many ICANN meetings, I have found that most, perhaps all,
of the people who speak in other languages also speak English (there's
no interpreters at the coffee breaks or lunch) which is not surprising
since computer research and development has historically been
predominantly in English.

While I think it is a fine idea to make it easier for non-English
speakers to use our documents, I would keep in mind that it can soak
up a lot of money to little practical benefit and we have plenty of
other things to spend our non-infinite resources on.
