Just to follow-up: no messages were sent to the list supporting the 
UTF-8 only restriction.  Therefore, there is *NO* consensus that 
"Common policy MUST use UTF-8 to store domain names in 'id' domain 
attributes".  Hence, this restriction won't be added.
