There are more and more B2BUAs and S-CSCFs that allow inspection and 
alteration of message bodies.  I assume these are transparent to the UAC, 
so making this assumption of "in the message body means proxies don't look 
at it" is perhaps not going to get what you seem to want.

Do you want a feature-tag (?) in the Location header to indidcate which 
type of SIP element should look for location in a particular message?
