As far as I can tell there is nothing that says a proxy *should* look at 
the location for routing. For a proxy that doesn't manage the domain of 
the R-URI, 3263 applies. While I suppose a proxy could use the location 
to route somewhere *first*, that wouldn't change the obligation to route 
to someplace belonging to the target domain.

Once you reach a proxy for the target domain, *it* may replace the 
R-URI, and the policy for doing so is up to it. So using the location at 
that point is entirely reasonable.
