Actually, it means that a base GET/return PIDF is ALL you could implement; you can't get anything back from the PIDF that would tell you anything else is acceptable, and you can't tell from the URI. That would mean a SOAP based mechanism could never be specified, for example. You couldn't have an optional parameter unless you were prepared to try it, have it fail, and then try something else.
