Actually, UPDATE serves as the update mechanism for the UAC detecting it 
has changed locations.  This has been in the ID from day 1, and clarified 
in WG meetings over the years.

How a UAC determines/d it has moved obviously not defined in the IETF.

SUBSCRIBE was thought of a a good pull retreaval protocol action for 
updating the location of a target.
