Maybe there is such a relationship. I do, however, suspect that in the 
typical case there isn't since this places the deployment bar quite 
high: Every location recipient (e.g., PSAP, SIP user agent, Location 
Server, etc.) needs to have a relationship (or even a shared secret) 
with the access network provider (L3 provider) since this is the place 
where the HTTP server needs to be located.

The identity used for digest authentication can indeed be used in 
combination with the common policy rules. You just need to define how 
the digest identity and the digest realm part are matched with the 
content of the 'id' and the 'domain' part to the common policy rules.

With the Pawn Ticket URLs the solution would, however, be simpler (as 
simple as with URLs with a randomly create and unguessable component): 
If you know the URI then you are allowed to retrieve the PIDF-LO.

(This assumes that I understood the Pawn Ticket approach properly.)
