RE: GSMPv3 & L2C

There is currently no generic capability negotiation mechanism in the =
GSMP v3 adjacency messages. I am proposing to extend the adjacency =
messages to carry optional techonology specific=20
capability TLVs (on the following lines). Can the technology specific =
document reserve a block of values for capability types ? Any comments =
are welcome.
