what are the implications of a requirements document having ipr?

a personal comment,

i must admit that i don't really understand what the implications would be.
and while it did not occur to me to think about it before,  ipr 
statements were sort
of invisible things - like 2026 stmts - that were always there but i 
paid no attention to,
on consideration, i'm not sure it really makes sense.
