RE: Response to comments on OAM doc

Thanks to David for reviewing the comments. It looks like we have
agreement on the majority of the items, and I would suggest that Matt
performs the necessary edits as soon as possible, so that we can submit
a revised version ready to go through a WGLC and then IESG submission.
