Requesting our ADs to close our HUBMIB WG

Since no-one objected to the proposal to now close our WG,=20
I am hereby asking our ADs to make it so.

As proposed, we will keep our mailing list active for a while
to discuss any last minute questions on our document that
is still in the RFC-Editor queue.
