I don't think anybody is saying that, and nobody would object if
Verisign migrates the IDN registrations from RACE to IDNA. You won't
(necessarily) loose all the registrations - they just appear under
different ACE labels.

Whether or not Verisign offers such a migration is their choice - I'm
sure that they advised customers that registrations won't necessarily
be permanent.
