A registration can be blocked not only because it violates static rules, but also because it is (or could be) a homograph for a different, already registered, label. This is indeed the case already in .COM for Chinese labels: registration of a single label blocks an entire family of labels - not necessarily homograph ones, but labels that Chinese readers would consider "same".
