AFAIK, CNNIC and TWNIC are the only two that do Chinese bundling. But 
their activation policy differs from Verisign's.

Check out the Persian IDN testbed project at IRNIC. They have a bundling 
policy.
There may be other registries out there implementing bundling that I'm 
not aware of.
