If there is a cut, then the zone has delegated away the responsibility for
that portion of its namespace to the servers listed in the NS RRs
associated with the owner name of the new child zone.

If there is another RR associated with the owner name, that RR should be
ignored, since the current zone is not authoritative for that portion of
the namespace anymore (it has delegated the responsibility away).
