Re: Newbie's questions implementing the [IDNA]

My question expected just a simple response:
- either yes, the proposed draft permits to defeat TMs rights on a great 
scale in using what you call "unfortunate collisions" and others call 
"babel names".
- or no, it does not (and may be why).
