I agree with Jamie...restricting to just APPEND (and MULTIAPPEND, and CATEN=
ATE) seems unnecessary.   Thinking of potential new extensions (e.g. REPLAC=
E), there could likely be additional cases where the motivation for LITERAL=
- applies.
