CPIM and URIs

Since CPIM defines URIs, I suggest that it include a reference to the
relevant RFC on the subject.
Berners-Lee, T., R. Fielding, and L. Masinter, "Uniform Resource
Identifiers (URI): Generic Syntax", RFC 2396, August 1998.
In addition, I am unclear about the issue of quoting. As I understand
RFC 2822 and RFC 2396,
"John D. Ramsdell"@mitre.org
is a valid Email address, but
im:"John D. Ramsdell"@mitre.org
is not a valid URI. One must write
im:%22John%20D.%20Ramsdell%[email protected]
instead. Are IMPP IM and PRES URI Schemes valid URIs, or are they
composed of a scheme part, a colon character, and finally a string
that parses as an email address? Whatever the answer, the CPIM text
should be explicit on this topic.
