I looked at this document, and then attempted to look at the RFCs it
references, RFC 3261 and RFC 3265.  I could not find them at

   http://www.ietf.org/rfc/rfc3261.txt

and

   http://www.ietf.org/rfc/rfc3265.txt

Am I doing something wrong?  I accessed other RFCs from this server
earlier today.
