If I remember correctly, I was in favor of using XML for headers when
this topic was discussed, but the consensus was that XML is too
verbose and on that basis, 2822 style headers were preferred.

In the interest of full disclosure, I am the author of the all XML
protocol, SIMP.  Although I have soured on all XML protocols, such as
XMPP, I like it for segments of protocols and I have no complaints
about using it for PIDF.  Someone other than me should really be
defending the choice of 2822 style headers.
